Frost walker boots won't create ice when walking on soul sand

I was wearing frost walker boots and standing on soul sand, with water next to me. (The water was next to the soul sand, just below my feet, where ice should have formed.) I walked, and I fell off the soul sand into the water without ice spawning. I was not sneaking or anything.
