Since at least Minecraft 1.11.1, every once in a while, Villagers will not seem to have trading menus (won't talk with you). I've tried quitting and restarting the game, and leaving the village and going several chunks away, then quitting and restarting, Neither helped. The first time it happened, I ended up just killing off the Villager. When other Villagers were born, they were fine. That was about a month ago. Since then, when I've found one or two, I've just ignored them. They still perform their tasks, if they are farmers, at least. Otherwise, they just roam around.
My daughter was playing tonight, and in her village which has been growing quite successfully, she now has three Villagers who just look at you helplessly and can't trade. She doesn't want to kill them...for one thing because she has just gotten her first iron golem, and she doesn't want to anger it!
At any rate, because of that, I know that it's not just my computer and my game. It's happened on two computers now, that I know of for sure. We are both running the latest version of the game, and the latest launcher, and both of us have Windows 7 computers. My computer is more power than hers, with more RAM.

1. The villagers are adults. They were, however, born in the village as the result of expansion by adding doors, then grew to adults. This was the case for my own village and for the one in my daughter's world where the anomaly is happening now.
2. It doesn't seem to be robe-specific. Neither of us has yet seen a green-robe villager, and the ones that have become non-responsive have been several different types. In my latest world, the one that was glitched was a Farmer. In my daughter's world, we have seen a Fisherman, an Ironsmith, and a Cleric, now, be unresponsive,
NOTES: Both of us continued to try to trade with these villagers for more than one Minecraft day after they became villagers, and after more than one game restart. They still refuse to trade, though they seem to be behave normally, in every other way.
Also, it doesn't seem to happen to ALL babies who have grown up. It seems quite random.
EDIT: We have now seen, on a third computer, another unresponsive villager, in a newly-discovered village. He's a Farmer.
We have figured out the answer. It dawned on me just a bit ago, that I have not yet seen any green-robed villagers (as mentioned above). So...I first checked again with my daughter, and she said that the three villagers who have been unresponsive in her large villager are all farmers...not any other types.
So I had my son-in-law stand in front of the farmer in his village, who won't speak to him. Then he turned off the resource pack (Soartex_Fanver), and sure enough. he is actually a green-robed villager. I'm sure all the others will be, as well.
That means, of course, that it's not the game's fault, unless it is actually sending out a mixed code-signal to Soartex. Usually if there's something new that doesn't match their replacement graphics, the vanilla graphics will take over.
Now I'm wondering if the brown robe on that villager is actually just a lighter brown than the regular farmers. At any rate, you might want to check the coding for those villagers, but I think the problem is solved.
