[MC-112624] Can't put flower pots on glass blocks

According to to MC-112623 and MC-70306 it should be possible to put flower pots on full surfaces

Note: you can place torches on top of glass blocks.

since u can put flowerpots on pistons because they have a solid surface we should be able to put pots on glass too!
going by that logic we should be able to place comparators repeaters dust and everything on any block that has a solid surface no mater if its opaque/transparent/can conduct power or not!

this would make it less confusing for new players
