The bug
When I sneak+place a spawn egg on a mob spawner, the mob is placed in the spawner rather than spawning it next to the spawner. This means you are unable to spawn a mob while looking at a spawner without changing the entity to be spawned.

Shift clicking should prevent interaction with the block but instead use the item in hand. Otherwise there is no way to spawn an entity while looking at a spawner without changing the entity to be spawned.
Yes. Right clicking without shift should update the mob in the spawner but right clicking with shift shouldn't do any interaction.
Confirmed (Was gonna report this, but this is open). Just made one command for custom craftable spawners, and can't use the spawn egg (which I execute a setblock on to place the mob spawner than killing the mob) to place a new spawner without having a normal block near it.
That is exactly what is supposed to happen.
When you right click a spawn egg on a spawner cage it resets the spawner to spawn that type of mob. It does not instantly spawn said mob. Unless conditions are correct for the spawner cage to spawn, you will see nothing but the spinning mob displayed.
In order for a spawner to spawn mobs, it must be below light level 8 and will spawn most frequently at light level 0.
So if you go back to that spot and "/time set night" you should get (nearly) instant spawn of your mobs.
