Baby sheep will eat a few times will before a parent sheep. I have 5 baby sheep and 5 adult. All of them ate multiple times before any of the adults.

As per the 11w50a changelog, the reported behavior is intentional.
Currently Sheep eat both grass from grass blocks and from tallgrass. They will eat grass regardless if they have been sheared or not, but baby sheep will eat more often than old sheep.
They're babies! They need food! But also they grow up faster when eating much 🙂
