Concrete powder texture is not randomly rotated

The bug

As concrete powder is similar to sand you would expect its texture to be rotated randomly like it is the case with sand, this is however not the case.

How to reproduce

Place for example light blue concrete powder, which has a noticeable pattern on it, in a 3 by 3 square and look at it from the top.

→ You will see that the pattern is always at the same position
