Pistons failing to update correctly

Directly connected piston does not retract until updated. Similar to the piston quasi-connectivity bug, but no indirect power is present. Very difficult to reproduce, seems only to happen in certain places.

First noticed the problem in snapshot 13w09c, problem wasn't present in 13w09b.
