I made a loot table for a chest and when I added armor, tools and enchanted books I made them be enchanted with levels. The armor and tools pick a number between 10 and 100 and enchant it with that many levels and the enchanted books pick a number between 20 and 200. However for some reason most of the time I just get an enchanted book with no enchantments.

I don't think so because I checked in one of the chest loot tables in the minecraft folder and it had enchanted books picking numbers between 10 and 39.
Never mind I just checked again and all of them used level 30. I think I might have just misread the 30 or I read 39 from some random forum post.
Wasn't the maximum 30?
