cannot craft concrete powder tryed different "layouts" in the craftingtable including the one from official wiki: http://minecraft.gamepedia.com/Concrete_Powder

Maybe you are playing in other version of Minecraft, The concrete powder was added in 17w06a (Minecraft 1.12 snapshot)

you should know better. use 17w06a or 17w13b when it comes out

There's no concrete powder in 1.11.2.

Concrete powder has a shapeless recipe in 17w13a
