17w13b bug. Book Recipe BROKEN

So, I am playing on a survival Minecraft world, trying to create a level 30 enchant set up. There is one problem, The recipe for books is broken, and it does not appear in the new recipe book. I looked on the Minecraft wiki to see whats going on, but nothing came up about it. 😞
