[MC-115361] doLimitedCrafting set to 'true' disables ability to combine used tools

After setting the game rule option doLimitedCrafting to true, used tools cannot be combined in the 2x2 or 3x3 crafting grid. Could be missing recipes or triggers.

Certain recipes which are not available in the recipe book are exempt from this rule for now.

I would love to see minecraft:repair_item join the /recipe give/take club. Should we expect it in next few updates?

Edit: Nevermind, these special recipes exist and can be used in /recipe, but have no effect. So you cannot prevent players from repairing tools by taking the repair_item recipe from them. Do you want to create a report for this? (Though it could still happen that the Mojang devs consider this intended)
