[MC-11544] Minecart TNT does not damage tracks or blocks tracks are on.

TNT in a minecart, when triggered, does not affect blocks that have minecart tracks on them, or the tracks.

Not a Duplicate, That bug reports tracks being destroyed. This bug is tracks NOT being destroyed when pushed over detector rails that end. Blocks are left behind that should be destroyed. Steps to reproduce are:
Place activator rail
place standard rail adjacent to activator rail
ensure the activator rail is active
place TNT in minecart on standard rail
push over activator
