[MC-115493] Narrator does not work!

The Robot butler (Narrator) does not work! I have had this problem since Minecraft 17w13a.
I did ctrl + b but nothing happened. Can you please fix it? I would love to have this feature available on my minecraft. Thank you!

Ok I looked in the Minecraft game output and this is what it says:
