[MC-116255] Players can place firework rockets down while flying with the elytra

while flying with the elytra players are still able to place fireworks on blocks, creating a firework entity instead of boosting themselves.

to reproduce it's easiest to fly slowly towards a wall and click the fireworks when in reach.

This comment seemed to imply that it was well known behavior. It doesn't seem obviously inconsistent that right-clicking with a firework rocket on the ground should launch a rocket, regardless of how you're moving.
