Banner colors codes are changed

For banners, the color codes have been reversed.
This doesn't cause any in-game issues besides previously setup commands not working properly.

Using the command '/give @p banner 1 0' now gives you a BLACK banner instead of WHITE.
However using the command '/give @p wool 1 0' gives you a WHITE wool, not BLACK.

NORMAL: Starting from 0 should be White, Orange, Magenta, Light Blue, Yellow, Lime, Pink, Gray, Light Gray, Cyan, Purple, Blue, Brown, Green, Red, Black.

CURRENT: Starting from 0 is Black, Red, Green, Brown, Blue, Purple, Cyan, Light Gray, Gray, Pink, Lime, Yellow, Light Blue, Magenta, Orange, White.
