Some recipes are not unlocking on 17w18b (And 1.12-PRE1)
Namely: Pickaxes, Axes, Swords, Buckets and possibly more.
I have the materials. But the recipe is not unlocking.
Sticks, Planks, Shovels, Torches, Shields, Signs and a few others did unlock ... but that was it.
I also notice that thou Chests are locked. I am able to craft them. (It would unlock as soon as I craft it.)

Sorry derped when trying to confirm this. Had the 2*2 crafting crafting grid open and was looking for 3*3 recipes. Please ignore the "Confirmation Status" being "Confirmed".

Just tried to reproduce on a new world in singleplayer. Couldnt reproduce. (It worked, they unlocked as expected upon gathering materials)
Will now try on a new world in multiplayer.
Just tried on a new world on multiplayer ... it unlocked there too.
So it seems like this only effects existing worlds that were upgraded between versions (with existing stats, advancements and recipes prior to 1.12-PRE1) . Not new worlds created in 1.12-PRE1

It is vanilla minecraft. The 'mod' is simply a console wrapper that issues Mojang provided commands.
Thats why they are .commands and not /commands.
No code is modified.
I've managed to narrow the issue down to only upgraded worlds. Or worlds loaded that were generated with a previous version of minecraft.
I'll try creating a world on a 17w18b snapshot and then observing behavior in Pre1
