Comparators not detecting items going through hoppers unless the hoppers are going into chests

while attempting to make a separator that takes a stream of individual items and divides them into two even "piles", I found a strange problem: the comparator could not detect, at any time, any item that was going through a hopper UNLESS it was completely frozen (items in, no items out), OR it was going into a chest.
