execute detect does not work in command blocks or functions

The command /execute with detect does not work in command blocks and functions and only works in chat.
This works in Minecraft 1.11.2

For example:
/execute @p ~ ~ ~ detect ~ ~-1 ~ minecraft:grass -1 say grass
