Cannot place cactus on sand in Singleplayer. Was trying to do this in creative for a Redstone video.

I cannot reproduce this in creative or survival.
Are you sure there were no blocks adjacent to the cactus? It is intended that cactus cannot be placed directly next to most blocks.
