Whenever I play Minecraft, even in the latest snapshot or released version, I cannot see the recipe book. There were one or two other features that I also didn't have (I can't remember what they were right now) , but many, I did have (like parrots).

The recipe book not showing up is most likely an issue with your texture pack. Try removing your texture pack from the resource packs list.
1.12 texture packs that modify the in-game GUI textures need to update and add the recipe book icon (at the very minimum) - for example see faithfull's change
