Ladders can't be placed

I am unable to place ladders next to each other. My old ladders placed before I updated have also all broken. I can place on ladder, but placing another on any block touching the placed piece of ladder causes both pieces to break and fall to the ground. I tried placing ladders in multiple different locations, and on several different worlds all with the same issue.
