[MC-117846] Turning in boats makes held items vibrate

When turning in a boat in water or on ice, held items will appear to vibrate slightly when you stop turning but the boat continues to rotate.

Possibly an issue with the player model.

After turning when the boat is slowing, the items vibrate. The items reappear after you stop pressing WASD.

Tried to reproduce it on land but there the boat does not continue to rotate and therefore I was unable to reproduce it.

Now tested it in water and was able to reproduce.

Confirmed for 1.13.1.
