Cannot Build an Iron Golem

The player is unable to build an Iron Golem in game with 3 iron blocks and a pumpkin on top.
It is unknown all of the versions that this bug affects as it's only been tested on 1.12/pre5.

I apologize. I realized it wasn't working because there was a tall grass block in one of the corners.
