[MC-118283] Vines can't be placed below non-solid blocks / get deleted by doing so

placing a block of glass above a vine deletes it/ cant place a vine under a block of glass
see attached screenshots.. this applies to all blocks a vine cant grow to.

this breaks lots of existing built and contraptions for no reason at all...
pretty sure its caused by the fix of MC-117960 wich already made 0 sense... vines can grow upwards infact 99.7% of all plants grow upwards towards the sun (photosyntesis)
