on survival mode when I go in the water, boat's recipe unlocked then I went to recipe book but there wasn't recipe but it said it unlocked... ?
on creative mode recipe unlocked and appeared on the book

You need to have wooden planks in order to craft boats. The unlock message just means that you can look up the recipe using the recipe book in survival mode.
