Item Frame's "Item Frame Fills" sound repeats every tick when it is holding an item

When an item frame is filled with an item, the sound it makes when it is filled repeats every tick. The sound stops repeating when the item is removed.

Steps to reproduce:
1. Place down an item frame.
2. Place an item into it.

The sound "Item Frame Fills" will play every tick.

3. Remove the item.

The sound will stop.
