Ocean explorer maps lie about the structure location / fail to locate ocean monument

I went on search for an Ocean Monument, and when I started filling the map and to get real close, there was no Ocean Monument.
According to the Minecraft Wiki, Ocean Monuments only generate, well, on the Ocean Biome, and as you can see... I'm in a forest, where the Map is pointing, exactly where I am.
I dug down to see if the Monument somehow generated underground, and no, there was nothing but stone. It's also not above.
I bought the map to a villager in the 1.11.2 version and started filling it in 1.12, I don't know if that's the cause.
I tried restarting the world, but it did nothing.
(This is a Vanilla recreation of a previous invalid issue).
Update: Why is no one checking this ticket?

I have the same issue on the Windows 10 version as well. Vanilla, Survival, Windows 10 store version 1.1.3 Map traded from villager have dug down to bedrock. caverns found but no water large enough for a Ocean Monument. Have searched in Lava lake using fire resistance ( 3 blocks deep at bedrock). Monument not present

I posted MC-122860 which they claim is the same issue, but the symptoms are different. In my case, the map pointed to a distant location that I could never reach, and hours were wasted trying to get there. Then on a relog, the map updated and I was able to find the monument at the correct location.

This leads me to believe the actual bug was "failure to update the map visual" when I reach the mapped area.

Is this still an issue in the most recent versions (currently that is 1.13, or the latest snapshot 18w30b) of Minecraft?
