This was in a preset water world. Tried without optifine, on both fancy and fast graphics, but it's still present.
For the version tag, it wouldn't let me submit the report without selecting either 1.12 or 1.13, but the bug happens on 1.11.2

Please update to the latest version as it includes the newest fixes. If you still have this problem after updating, then please create a new issue.
