Shulker bullets try to attack players in creative mode

Steps to reproduce

1. Create an bug test world in creative with commands on

2. Spawn some shulkers
3. Swich gamemode to survival

/gamemode 0

4. Wait until shulkers start to shoot bullets

5. Swich gamemode to creative before shulker bullets hit your body

/gamemode 1

6. Try to walk away from shulker bullets.
