When difficulty "peaceful" is enabled (EDIT: in multiplayer!), mobs still spawn but then quickly despawn (also that causes the "skeleton shoots me in peaceful" bug). Can't they just not spawn in peaceful at all?
As far as I know Java, that shouldn't be too difficult. Just some lines of code.

I have that issue with regular mob spawning in the dark aswell.
EDIT: I noticed it only happens in multiplayer! I'm sorry for forgetting about that. Short video will follow.
Uploaded a video. You may note that "/diff" is not a vanilla command in multiplayer (it's from my bukkit plugin), but I tested it with vanilla too and it's the same there.

I have also had that issue when changing the difficulty on a server from Normal to peaceful.
I'm standing on an ender farm in the end in SMP watching enderman spawn for a fraction of a second causing the pistons to activate trying to push them off the spawning pad which is a pressure plate wired to the piston. Chunk updates spike as it happens and occasionally there is a redstone update on my torch ladder which is an entirely separate circuit. This does not happen with the identical design on single player. Changing gamemode to creative in multiplayer does NOT resolve the issue either. 1.4.7 sp and server.
confirmed for all conditions of mob spawning in 1.5, they simply spawn and despawn
i've seen the glitch/bug
first saw it in the rain then it was just were ever it was dark
i was in a server with a friend and he recorded it
it was causing some frame rate issues
the only fix we found was putting up light sources
