when you use /locate for an end city and you teleport to the location, Its locating an empty area
and you teleport to an end island that does not have end city

However, this Works As Intended.
As far as I know, that's how it should work right now. The locations given by the /locate command are only possible end cities. The game then decides whether an end city can actually be generated on that terrain.
