In reality, this issue is affecting all versions and including the website. My internet service provider changed my ip and since the change, I haven't been able to login through the launcher or the Mojang website. When I try on my phone or a public wifi connection, I can login. I am typing my credentials in correctly. Some friends have told me that my connection is being throttled by Mojang and it would be fixed within the hour, but it has been a day and I still can't login
Make sure you aren't using a VPN/proxy; Mojang blocks those as they are often used by malicious users.
