Shulkers cannot be summoned properly using structure blocks

This has been a problem since 1.11, which you cannot summon a shulker on the desired location while loading a structure. Every time I load a structure with a structure block, the shulkers teleport away. My theory of this issue is that when a structure block loads a structure, it starts loading the blocks and the entity at the same tick, but the blocks load gradually in a certain amount of time. When a shulker is loaded before the block it was supposed to be attached to is loaded, it immediately teleports away from the desired location.

Does the shulker teleport to the position where you saved it? If so, then this would be MC-108149.

Just quickly tested it, that doesn't seem to be the case anymore, although I'd like to have this one here fixed to be 100% sure about it: I ran into a weird structure block bug, it'd be great to know if this was reported? Basically, I built a small structure with 3 shulkers which I placed with a spawn egg, saved that structure incl. entities, tried to load it at another location (incl. entities), but solely the blocks showed at that new location.

Then I figured that the structure block at the new location did also add the shulkers, but not at the new location: It instead added it to the first original location. So basically each time I clicked "load" at another location, it added another shulker on each of the 3 spots I placed them initially with the spawn egg.

But solely the shulkers. When I test-wise destroyed the blocks they were attached to on the original location, the structure block at the new location did not built up those now missing blocks, but solely the shulkers, which then teleported onto the ground of course, as they had no blocks anymore to attach to.

I've made a video and can upload it, but a quick search on Mojira didn't bring up anything for me (but as I suck at finding them, I rather ask you). - I hope I didn't make anything wrong, as I only quickly made that test and it's quite early for my brain.
