I could not verify that increasing the res fixed the issue it just made another thing strip back and forth rather then dancing

This effect is part of a phenomenon known as Moiré Patterns, and has existed in the game for a long time. The effect is reduced when mipmapping is enabled; from your video it looks like you don't have it enabled but it's hard for me to be sure due to effects of YouTube processing.
1.7.10 has the effect similar to this but, it's the far away it was a sheet. 1.8 didn't really have it and
1.13 has it kind of bad.

I understand if this is unfixable in certain aspects but, it could be worked on a bit for aspects that are fixable on this bug here
I think it varies based off of your graphics card and how antialiasing works on it. 1.13 does now use LWJGL 3, so different behavior might come from it. But most graphics cards have settings regarding aliasing – check for them.
why don't you ask them if they could make it better or if it's their lib or that it's their problem there is 2 possibilities and it doesn't hurt to ask them to make it better
Confirmed: I noticed 1.8.1 was much better with this and the latest snapshot is choppy with both high and default res.
Yes the snow still dances but, the leaves don't blur in and out for 1.8.1 and don't look like static electricity rubbed all over it like it does in the latest snapshot.
the only difference is that 1.8.1 does have it but, it's a sheet and less noticeable somehow just please talk to them if it's their newer lib or it's their code using it/ something they can do to fix this more like it was in 1.8.1
The resolution isn't high enough to display the alternating snow and dirt pattern, so it looks weird. This is normal.
