The bug
It no longer is possible to tab-complete commands (or their arguments) in a command block. This happens both when the command is and isn't prefixed with /.
How to reproduce
Place a command block
Type
/playand then press tab ⇒ nothing happensReplace the text with
playand then press tab ⇒ nothing happensReplace the text with
/playsound minecraft:and then press tab ⇒ nothing happensReplace the text with

Command suggestions aren't displayed when tab is pressed with the command suggestions setting in the options menu turned off.
I've created MC-130945 for that issue, @unknown.

Type /eff press TAB. Nothing.
