[MC-122624] Pressing TAB no longer cycle through possible command values

The bug

In 1.12.2 pressing TAB used to cycle through the possible command values. Starting in 17w48a this is not the case anymore.

How to reproduce

Type the following in chat
```
/ga
```
Press TAB to complete it to "/gamemode"
Press TAB again to cycle to "/gamerule"
→ It will does not change

Sorry, this is likely invalid. I just noticed you can use the arrow keys to select the value you want.

@marcono1234 This bug is about cycle with TAB. If you try doing this even in 17w47b it works, which means this is indeed a bug.

You can still use the arrows on your keyboard.

@@unknown, I thought it was intended because now pressing TAB directly fills in a command argument even if there are multiple possibilities. In previous snapshot this used to not be the case, but instead, like you said, it would cycle through the arguments in the command help.

However, having TAB cycle through the values would be useful and probably expected which is why this report was reopened.
