In full-screen mode, the mouse cannot leave the window/screen on a multi-monitor setup

I have two monitors, and when I put Minecraft into full screen mode (F11) and pause the game so the normal mouse cursor can be moved around, it's still unable to escape the window, leaving it impossible to interact with windows on the other monitor. The best workaround is just to keep the game maximized instead of full screen.
