Title Screen is missing texture packs and mods section

When i open minecraft and log in i get the title screen but it has no texture pack or mod section.
My cousin has the same problem with theirs.

i thought they would be there but they weren't

Texture packs and mods had vanished and mods were unreachable and the only way to activate texture pack was through game settings

Steps to Reproduce:
1. open Minecraft
2. Click Log in
3. See!
