Hopper Minecart won't pick up items on a block above it.

In my sugarcane farm, I used a hopper minecart to collect the sugar cane. When it goes underneath of the sand blocks that the sugarcane falls upon, it does not pick it up. It may be that I don't understand the mechanics of hopper minecarts, but I believe that it is a bug.
