Bug? Scroll wheel is way too fast in snap shots.

When I first booted up the snapshot I noticed the scroll wheel was way too fast. I went to change it by changing the sensitivity and it did nothing. When I have sensitivity on yawn, it takes a good 5 times on my trackpad to move my head around, but if I scroll just 1/4 of a spin, it makes my hot bar selector move a mile-a-minute, and keep spinning on. the sensitivity selector literally did nothing to the hot bar. I am on a macbook retina 2012 12" with MacOSx El Capitan
Edit: I tried it with snapshot 17w06a, and the scroll was fine. In 17w50a the scroll takes about 1/10 of time it normally takes to do one rotation
