I haven't been able to find anything with my search on the problem that I am facing. When I log into an existing world I load in moving faster and my actions are faster. I thought at first it might have been my beacon with Haste 2 but realized that was moved to the nether for a project I was working on.
So whats happening is I'm moving faster than normal, breaking blocks faster, and eating foods faster than normal as well. I thought this could possibly be something with the game tick but everything else, besides me as the player, was not affected.
I can resolve this problem by restarting my computer, but this isn't ideal for every time I want to play Minecraft. I uninstalled Java and reinstalled again to no avail; and did the same with the Minecraft client/launcher. I don't believe this is caused by my own hardware as well because other games I play are not affected. But I did further testing and reverted back to original clock speeds on my CPU and the problem still persisted. So overclocking wasn't the problem. I uninstalled my GPU drivers and made sure I had the latest drivers and reinstalled them again and the problem still occurs.
Any insight on a solution or a possible reason for the problem to still occur would be very helpful! But for the time I will continue to restart my computer each time I would like to play the game.
Thank you for your time and best wishes.

If this is still an issue for you, please force a crash by pressing F3 + C
for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) here.
I had something similar happening. The game ticks were more than 10 times faster (measured with /debug) and the tps even increased every time running /reload or /datapack (which paused the game for a few seconds).
Thank you for your report!
