Yes; it's intended that it doesn't melt at night. The wiki doesn't make that obvious; I'll edit it to clarify.
Frost walker ice doesn't melt at night (MC-98903) or in the dark (MC-119658). I can't fully tell from that picture, but it looks like it's nighttime; when it becomes day does the ice melt?
