In the latest version of Minecraft Java Edition only, Grass does not act the way it used to and how it acts on the Bedrock Edition of the game. Grass and Mycelium will not suffocate when underwater and will spread to dirt nearby, this could be a problem to not only people with slower computers but on servers, if a big server has many chunks loaded, the grass and mycelium could cause some lag on servers. The fact that it only happens on the Java Edition leaves me to believe that this was unintentional.

The grass spreading from what i can see happens for every world, even old worlds. The grass will not automatically be underwater, it will spread to the dirt underwater, thus replacing the dirt with grass over time.
This issue has been closed as invalid.
Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.

So turned off the optifine client and a similar bug seems to have happened, the grass and mycelium does not spread underwater but also does not suffocate underwater. And I made sure that it would not spread by setting the random tick speed to check if it would spread or be suffocated
Please provide a screenshot with the debug screen enabled (hit the
F3
key), as well as the seed of this world.
