/give item with a 'Name' doesn't apply custom name to item

Use the /give command to give yourself an item with a custom name, and you get the item with its default name. For example, do this:

/give @p minecraft:stick{display:{Name:"Stick of Untruths"}}

If you execute the above command, you'll get a plain old stick with no name. I'm not sure when the problem started, but I just noticed it in 18w05a.
