Using up arrow to access previous chat inputs doesn't work when reaching a command that offers tab completion suggestions

Steps to reproduce:

1. Run the command: /summon armor_stand ~ ~ ~ {CustomName:"\"Test\""}

2. Run the command: /kill @e[

3. Open chat

4. Hit the up arrow once

5. Try to hit the up arrow again

I cannot access the previous chat output from this point without hitting esc or changing the current entry until no tab suggestions show up. The issue pertains to running commands in chat and trying to select previous entries. In 1.12.2 there was no issue. I could type as many commands as I wanted, including incomplete ones, and easily get to the one I wanted using the up and down arrow keys.
