[MC-124988] Water can border caves on chunk borders

The bug

I found a cave that cut into the ocean. See attached screenshots.

How to reproduce

Seed: 715346460
Coords: /tp @s 173 64 -48462 250 45

Perhaps related: an example of a 1.12.2 cave intersecting water not at on chunk border: /tp @p 303 69 9932 on the same seed.
