Normal ferns replaced with bottom half of large fern

In the taiga biome you cannot find normal ferns. Instead you can only find the bottom half of large ones in their place. The first picture is from the snapshot, and the second from version 1.12.2. They are of the same seed and the same coordinates. Even though he generation is different you can see that there are supposed to be ferns there.
