[MC-125137] Mobs spawning and immediately suffocating

Created a new world then started flying around in creative mode. As I approached a savanna plateau, four horses spawned and began to immediately suffocate.

I did not expect the horses to spawn and immediately start suffocating.

After several attempts to get a screen shot, I got several showing the horses suffocating after spawning but not spawning in air. Updated bug report to reflect this.
