Water bubbles don't always appear unless they are blocks on the diagonal

When re creating the bubble effect with soul sand, no bubbles appear when blocks are placed on the adjacent but when more blocks are added on the diagonal and a block update provided (I broke and replaced the soul sand) the bubbles appear. Soul sand was also placed below Y level 64 if that has an affect
