The Bug:
Thrown projectiles sometimes don't collide with players that are traveling upwards.
This issue can most commonly seen inside of water but also occurs outside of it as well.
Steps to Reproduce:
Locate and enter a deep body of water.
Obtain several splash water bottles and ensure that you're fully submerged in water.
Throw a splash water bottle above your head and swim upwards simultaneously.
Take note as to whether or not thrown projectiles consistently collide with players that are traveling upwards.
Observed Behavior:
Thrown projectiles sometimes don't collide with players.
Expected Behavior:
Thrown projectiles would always collide with players.

Can confirm this in 1.18 Pre-release 6. Here are some extra details regarding this problem.

Further investigating concludes that this issue can occur while the player is outside of water as well. I've updated this ticket accordingly in order to reflect this new information.
This bug is not longer present as of 18w11a. It may have been resolved before.
Edit: I'm able to reproduce it again. I don't know why it looked like it was fixed before.
